    A Review on E-Banking Adoption in the Context of E-Service Quality

    Fast-paced expansion of information and communication technology (ICT) revolutionizes different facets of contemporary human life and global economic landscape to a greater extent. Within technological transformation arena, retail financial services which includes retail banking activities performs a pivotal role. Technological advancement and internet facilities have demanded rapid changes radically in the financial services sector service delivery. E-banking facilitates bank customers to engage in an array of banking services via banks’ official websites. Amidst these changes e-banking adoption has gained limelight as a researchable notion owing to challenges attributed in different markets and country contexts. This article review founded on the concept of e-banking adaption in line with theoretic and empirical discussions. Hence, literature review was exploited as the main research tool. Research paper attempted to introduce practice related insights by discussing cases that were found within the domain of e-banking adoption. Article is organized as a concept paper to emphasize some of the case evidences with special reference to consumer electronic banking whilst arguments have been supported empirically. Importance of customer awareness, innovativeness, service quality, trust and security aspects related to e-services and prioritizing of marketing to motivate adoption of e-banking solutions has been unveiled by the discussions. In conclusion, paper postulates directions for the future researches in line with empirical justifications.

    Smart City Concept and Review on Strategic Readiness of Sri Lanka

    Smart city concept is one of the sought after strategies in many countries whereas the role of information communication technology (ICT) is broadly highlighted within. Recent studies extendedly discuss the contents and the integrated nature of the smart city concept. Sri Lanka is also attempting to initiate some massive projects in which smart cities become resulted. However, it requires comprehensive policy framework and the execution strategies to activate smart cities. This has found challenges even though it makes huge potential for different industries and lifestyles of the related communities. Alongside, explaining the essentials for smart city concept in Sri Lanka was the main focus of this paper. Authors followed a comprehensive literature review as the main research tool to investigate the empirical thoughts and findings related to smart city concept to explain the integrated contents of it. Alongside, paper attempted to discuss the key components and integrated concepts towards smart city concept providing policy makers to frame smart city strategy with supportive inclusions. It has made a special attention to Sri Lankan context by reviewing the policies and strategies made on related projects and programs on information communication technology (ICT) to reveal the readiness of the nation towards smart city development perspectives. Specific attention was made to link the discussion on how smart city model and the role of ICT should act connectively for economic sustainability. Paper presented a conclusion by proposing the future research and policy development directions to examine the effective strategies to plan and execute smart cities in Sri Lanka.

    A Vision-Information and Communication Technology Enabled Teaching: An Illusion or Reality

    With a whole new array of technological developments in and around the world, the Technology means are the strongest way to stay connected and relevant. As far as teachers are concerned, technology enabled teaching environment can positively reinforce their teaching methodology. This study assesses the technology perception among the teachers of government and aided schools in Kerala by examining the availability of ICT aides and teachers’ current usage of ICT in the teaching-learning processes, and also closely examining the variation of teacher perception with changing demographic dimensions like age, gender, qualification, training as well as receipt of reward for ICT use. Though research studies have been done in evaluating the effectiveness of Information and Communications Technology-enabled education in several parts of the world, minimal studies have been conducted with regard to Kerala, India. In the light of IT @ School project, an initiative by the Government of Kerala, it is highly relevant to do this study for evaluating the teacher’s views on ICT integration in curriculum delivery. A conclusive research design was used to analyze the teacher perception on Information and Communications Technology enabled education. Since the study focused onto the evaluation of teacher perception, a qualitative research approach was best suited and opted for the study. By convenience sampling, a sample of 71 Government (or Aided) High School teachers, were selected from a district in Kerala, India for the study. Data for the study was collected using a questionnaire. From the study, Information and Communications Technology tend to greatly improve their teaching efficiency. Also, the teacher perception on ICT usage was found to vary with the gender, qualification, training and receipt of incentives for ICT use.

    Awareness on ICT Components among Grama Niladhari Officers in the Western Province, Sri Lanka

    This paper presents the results of Analysis of ICT Awareness among Grama Niladhari Officers (GNO) in Western Province, Sri Lanka. The GNO is the focal point for all Government administrative work with Home Affairs. Therefore, it is useful for them to have better ICT knowledge. The main objective of the study is to identify the awareness of ICT in GNOs. A Sample of 335 were selected from a total of 2,497 GNOs via stratified random sampling techniques. The data were collected via face-to-face interviews and the postal method. Though the exploratory analysis it was found that their level of awareness was high on: Computer, Internet and Emailing and Printer, but proficiency low on Tab, Multimedia, Projector and Scanner. Finally, it can be conclude that ICT components should be popularized among GNOs and their employers should improve socio-economic status and ICT knowledge perceptions of GNOs.

    Revolution of digital communication and Asian competitive creativity chasm

    This study aims to identify changes that have taken place in the Asian technological creativity after the post-communication revolution of digital technologies. After examining the utility patent applications forwarded to the US Patent Office by 24 Asian countries between 1965 to 2007, the study partially supports the claim that the “digital communication revolution have influenced the competitive creativity development in Asia.” However, the development growth model is shaped like a snail shell, and digital technologies have not been the silver bullet that promoted the leapfrogging of creativity in stagnating countries. Information and communication technologies (ICT) should be considered as a means of technological learning rather than the end of creativity development. The challenge of strengthening stagnating Asian countries to become competitive and innovative nations will continue until the next decade. Unless necessary steps are taken to improve technological learning and local innovations in stagnating countries, their technological dependency will increase and thus deepen the marginalization in the coming eras.

    The ICT competencies of new accounting students of different admission criteria: the case of Sri Lankan private university

    The current trend in business and accounting settings requires an accountant who is an ICT literate. International Federation of Accountants (IFAC) published the International Inculcation Guidelines that include ICT erudition and competency requisites for professional accountants. These guidelines are intended to avail its member bodies in preparing professional accountants to work within the ICT environment. Amid others, the strategies highlight the ICT erudition and competency requisites for the accountants vis-a-vis the ICT users. This study aims to investigate the level of information and communication technology (ICT) competency possesses by new accounting students at the Private University in Sri Lanka according to their Admission Criteria. The study examines five software applications deemed critical for an accountant, namely, word processing; spreadsheet; database; PowerPoint presentation; and Internet and email. A survey was conducted on 182 first year accounting students. Overall, students from the Foundation Diploma Admission Criteria are found to possess the ICT competency better than those from other Admission Criteria. The competency of students from London AL and GCE A/L Admission Criteria in spreadsheet is found to be below average. All students regardless of their Admission Criteria were found to be less competent in Database Management System (DBMS).

    Factors affecting successful implementation of E-government projects in Sri Lanka

    E-government concept which enables governments to provide an enhanced service has become one of a most widely discussed topics today. Sri Lanka is lagging behind in this respect when compared with developed countries and many developing countries. In 2002 the government of Sri Lanka launched the e-Sri Lanka programme to spread the dividends of ICT across the country. There is considerable evidence to point out that most of the Sri Lankan government institutes are only in the initial phase of implementing e-government services, and some experienced failures due to number of problems such as poor infrastructure, ineffective leadership, ineffective requirement identification etc. Very few researches have been conducted to identify factors that contribute towards successful completion of e-government projects, especially in Sri Lanka. The objective of this research is to identify enablers of successful e-government projects and to develop a framework which may help organizations to initiate, execute and implement e-government efforts successfully. A survey was carried out among selected public sector organizations to collect data. Based on the research, it was found that clear vision for e-government, well established objectives and strategies, effective leadership, attitudes of management and staff, availability of funds, size of IT staff, requirement identification, overall Information technology infrastructure, and business process re engineering are the most important factors an organization should address when implementing e-government projects. Moreover, it is quite evident that some factors are specific to individual organization. The framework developed highlights the common e-government enablers that should receive more attention in each stage of the life cycle of e-government project.
