Item Economic Potential of Sri Lanka as a Business Hub in the Indian Ocean Region: Study Focused on Blue Economy Concept(2nd International Studies Students’ Research Symposium – 2018, Department of International Studies, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2018) Jayawardane, B.A.I.M.The concept of Blue economy describes the strategic and sustainable use of marine resources for development of the economy and wellbeing of humans. The concept of blue economy is a sub section of “Green economy concept". Blue economy links directly to the sustainable development of States. The term was introduced as a concept, by Gunter Pauli and the term emerged in the global scale after Rio+20 summit. The concept, mostly suits for Island States and least developed countries. This describes about a pathway to conserve the environment while boosting the economy. Diminished resources on land signifies the need of blue economy concept. The concept benefits to States by creating new employment and boosting coastal and national economies. Shipping and transport, seabed exploration, blue biotechnology, ocean renewable energy, fisheries, aquaculture, coastal tourism are the included priority areas of blue economy. Major economies of the world like China, European Union, United States, and Great Britain have adopted blue economy to their national strategy and gained higher GDP growth. Particularly, Sri Lanka as an Island State and being located in a significant geostrategic location has gifted with the ability to perform as a business hub in the region. The main aim of this study is to identify the potentials of blue economy and to discover, does Sri Lanka has utilized the available blue economy potentials in a sustainable manner. The study will takes up Qualitative approach and descriptive analysis. Primary data was collected by conducting interviews, distributing questionnaires and observation. Journals, books and other sorts of printed media provided secondary data to the study. The study uncovers the poor consideration of ocean health and marine resources and defects of policies which are connected to blue sector. Therefore, Sri Lanka need to enhance the blue economy industries by taking special consideration to ocean health and also Sri Lanka should be more interactive in the region to promote blue economy and to become a business hub in the Indian Ocean region by adopting policies which benefits to national interest of Sri LankaItem What is Sustainability? This concept paper discusses to how extend the concept of sustainability is fairly defined. The key objective of this study is to provide the most reasonable definition on sustainability. (1) Identifying the difference between definition and interpretation and (2) suggesting a definition for the term definition are the specific objectives of the study. The study used etymology descriptive method and its reliability was proved through historical records, language usage of Sri Lanka and social norms in Sri Lanka. Native language supports in identifying the inherited meaning of a word. Hence, in identifying the most reasonable definition for sustainability, the word thirasāra was described in depth using epistemology in the context of Sri Lankan heritage. The study found common definitions for sustainability privations its epistemological explanation. The methodology used in this study could conclude that thirasāra is uncover (thira or isthira) Ᾱrya placing the natural law as the basis (sāra). This study suggests further epistemological investigations on the concept of sustainability based on native languages rather focusing an international language.Item Effects of Inclusive Growth Policies on Economic Development in Sri Lanka(4th International Conference on Social Sciences 2018, Research Centre for Social Sciences, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2018) Dr.Henegedara, G.M.Inclusive growth in terms of sustainable wealth creation and inclusion of all segments of the society becomes the pivotal factor of economic development planning in many countries. As an emerging market economy, the successive governments of Sri Lanka followed this ideology and implemented various policies and programs in order to assure growth with equity and equality of opportunities accompanied by production process. It includes various programs i.e.pro-poor programs, infrastructure development, agricultural development, industrial and institutional programs, which implemented under protective and liberal policy framework over the past 70 years. Outcome of these interventions were moderate and not adequate to have a rapid development as succeeded by other Asian developing nations due to various setbacks. Therefore, the main objective of the paper is to review whether the growth policies followed by successive governments in the past were effective in attaining inclusive growth in terms of equity, equality of opportunity and protection in market and employment transitions. It also reviews implications of policy interventions on sustainable development. The methodology of the paper was based on counterfactual evaluation method of assessing pre and post situation of policy impacts during 1960-2016 period. Thus it assessed using performance indicators such as GDP growth rate, per capita income, savings, poverty and employment. The analysis was based on time series data published by Central Bank of Sri Lanka. The article consisted of five sections such as background, literature review, methodology, results, discussion and conclusion. The study revealed that it had a positive impact on increasing inclusive growth indicators i. e. GDP growth rate and per capita income. Nonetheless the pace of economic GDP growth rate is insufficient to boom the economy sustainably due to constraints such as budget deficit, savings- investment gap, deteriorating terms of trade and political instability. Today tourism is a full-fledged industry, sites, and areas of various kinds, be it pilgrimage sites, beaches, forests, forts, historical sites and the likes that hold heritage value have always attracted a man. Asia, boosts of some of the most exciting tourist spots; making it second only to Europe as a favourite travel destination. Even ASEAN recognizes it as a priority area for integration. The need of the hour, however, is to identify the role of tourism in promoting socio-cultural advancement, to evaluate sustainability and find out the forms of sustainable development not only in the overall heritage tourist industry but also at the sites itself. Factors that surface as challenges to sustainable heritage tourism development are related to national fiscal policies; governmental norms; the role of UNESCO in managing World Heritage Sites and the response of the host nation; the role of the organizations that work towards the maintenance of the sites; emerging environmental issues; over commercialization of the structures; international, domestic and local tourist flow and other such pointers. This paper intends to look into the above mentioned issues in an attempt to figure out solutions to the challenges faced by the industry, its operators, the policy-makers, the actual implementation and the impact of an operationally sustainable framework, from heritage sites across Asia.
