    A Study of Social and Health Conditions related to Female-Headed Households in Rural Areas in Sri Lanka

    In every human society, the household is one of the most significant social institution. Female-Headed Households (FHHs) is a new structural form of household and this new structural form of household has become a significant phenomenon in both global and national level. Although FHHs have occupied a prominent place in development discourse globally, very limited researches had been conducted regarding social and health conditions related to FHHs in Sri Lanka. The main objective of this study was to identify the background and issues related to social and health conditions, root causes, and interrelationships among those issues of FHHs in rural areas. The empirical research was conducted in five Grama Niladari Divisions of Galgamuwa divisional secretariat division which conveyed a marked increase of FHHs in Sri Lanka. Data were collected from hundred FHHs through purposive sampling method. Questionnaires and semi-structured interviews were used as primary data collection techniques. The study revealed that the inadequate education and vocational qualifications, low level of tendency to enter to formal employment sector, unsustainability of livelihood activities, low conditions of houses and related facilities, some legal issues related to residence, inadequate social supportive mechanisms in the community, lack of leadership and empowerment were prominent among social conditions and related issues. Unavailability of toilet facilities (19%), unavailability of drinking water in the own household (45%), prevalence of long-term affected health issue (49%) were the key issues of health and sanitary facilities related to FHHs in the sample. Based on these findings it has provided suggestions to improve social well-being and to improve health sanitary and infrastructure facilities, to reduce prevalence of non-communicable and communicable diseases as well as health risk and to improve quality of life and mental well-being among FHHs.

    A New Model for the Library Science Education and Research in Sri Lanka

    Introduction Library education in Sri Lanka was commenced in 1950s. The first library education programme was started at the Institute of Scientific and Industrial Research in 1957. The University of Peradeniya started a postgraduate course in Library Science in 1961 and it was abandoned due to lack of trained teachers in 1965. Junior Universities of Ceylon was started a diploma course in Library Science in 1968 and it also ended in 1970 due to lack of lectures. Meantime Library Association started Diploma course in 1960 in English medium. 1973 can be considered as the one of land marked year of the library education in Sri Lanka because the University of Kelaniya started a degree programme in Library Science. In 1993 the University of Colombo started a Master programme in Library and Information Science in English medium. Meantime National Library Services Board also started number of short term training courses and correspondent course in the discipline in 1987. Another land mark of library education of Si Lanka was establishment of National Institute for Library and Information Science in 1999 with the major aim of provide manpower facilities for library sector in the country. In addition to this there are number of governmental bodies in the country organize short term programme in the field of Library and Information Science in time to time. The principal purpose of the paper was to develop a model for the enhancement off library education in Sri Lanka. The paper explores the initiation and gradual development of library education in Sri Lanka. Objectives of the study 1-Investigate historical development of library education in Sri Lanka, 2-Study the land mark of library education in Sri Lanka 3-Study the drawback and impact of library education in the country 4-Suggest a new model for coordination of institutions in library education and research. Methodology in this research the author intended to use qualitative approach to test the outcomes of the research. Outcomes the main drawback found in the study was the lack of effective coordination among sister institutions on library education. It was identified that slow growth of research output. The other principal outcome found in the study were the identification of sister organization devoted to library education along with their contributions, historical development library education in the country, the barriers and obstacles faced related to the enhancement of education and research in Library and Information Science. One of the other main findings in the study was the role of the national library in education and research in Library and Information Science. The researcher suggests that coordination of library education should be performed by the National Library of Sri Lanka through the proposed new National Library model. The outcomes of the research will be useful to different groups of people in Sri Lanka

    Librarians’ Perceptions of Successful Leadership Skills of University Libraries in Sri Lanka : With reference Western Province Universities

    Leadership skills are the strengths and abilities of individuals which help the oversee processes, guide initiatives and steer their employees toward the achievement of goals. Leadership skills are an essential component in positioning executives to make thoughtful decisions about their organization's mission and goals, and properly allocate resources to achieve those directives. Valuable leadership skills include the ability to delegate, inspire and communicate effectively. Other leadership traits include honesty, confidence, commitment and creativity. Librarian should have Leadership Skills. The purpose of this case study was to explore Librarians’ perceptions of successful leadership skills in the 21st century. The data gathered from selected University Librarians consisted of demographic information and responses to six open-ended interview questions. From the Data analysis, several significant themes emerged regarding successful library leadership skills in the 21st century at two levels: foundational and interpersonal. At the foundational level, technical and knowledge skills form the building blocks for the next level of interpersonal skills. Persuasion and collaborative skills are interwoven with these interpersonal skills, both of which are at the core of the postindustrial paradigm of leadership. These two levels of skills, with an emphasis on persuasion skills, should form the basis of succession planning programs for next generation librarians. Implementing such programs could lead to increased leadership diversity, greater job satisfaction, improved job performance and effectiveness, all of which help retain librarians and ease staff shortages.

    Emerging Knowledge Management Competencies of LIS Professionals.

    In the age of the globalization and increased worldwide competition, many organizations and professions are looking for new ways to gain competitive advantage. Knowledge management (KM) is a relatively major topic for this concept and Librarianship is one of the professions not only vying for a position of prominence in KM, but also whose track record in the field is widely acknowledged. According to working definition of International Federation of Library Associations (IFLA), KM is “a process of creating (generating, capturing), storing (preserving, organizing, integrating), sharing (communicating), applying (implementing), and reusing (transforming) organizational knowledge to enable an organization to achieve its goals andobjectives”. Further, IFLA clarifies that the term knowledge is not limited to published information; it also covers tacit knowledge (expertise), implicit knowledge, explicit knowledge, and procedural knowledge. This study aims to identify, collect and critically review the research literature on the concepts of knowledge management (KM) competencies among Library & Information Science (LI S) professionals. KM differs significantly from the theory and practice of librarianship, information management, and information resource management. It requires a new set of skills among LIS professionals if they wished to have any effective role in this domain. This will require not only enhanced self-knowledge, but also an understanding of how LIS skills can be applied in a new and often commercial context. Reviewing the literature among the various characteristics identified, five clear categories have emerged. These are: professional skills for a commercial context, communication skills, management skills, team-working skills and IT skills. To leverage these LIS skills to best effect, library and information professionals will need to acquire other skills. The success of libraries as organizations is determined by the actions of the individuals who work in those libraries, the success of those individuals in carrying out the missions of those libraries is in large measure a reflection of the type and quality of leadership. Successful library leaders demonstrate certain skills that are instrumental in the delivery of desired outcomes. Knowledge management is a major one of that and KM offers potential benefits for the development of libraries. However, the success of KM initiatives requires additional skills and competencies among LIS professionals which they are lacking. They must gain organizational political understanding, understanding of business practices and leadership skills for their involvement in KM.

    Role of Librarian in Managing School Libraries: A Study Based on Selected National School Libraries in Gampaha District

    As a heart of school, the school library has very acute significant role to play. The principal objective of this paper is to study the managerial role of the school librarian. The other objectives are to identify the management functions, to examine how librarian fulfil these managerial functions, to explore the leadership characteristics, to investigate support given by the principal and staff, to examine the weakness in managing school librarian and to identify the problems faced by the professional or the Teacher librarian. Method of study was the survey and 10 national school libraries in Gampaha district used as a sample. Primary data collected using questionnaires, interview and participatory observation. Problems identified were the scarcity of library materials, the staff shortage who are trained and acquainted with these library materials. Most of school students were unaware what are good library material, how use them. The school library staff had a poor understanding on technical services. It is essential to train librarians and library staff in school library management by offering training opportunities sending them for workshops, conference and training programs. It is better to offer them both theoretical all practical aspects of school library management. More attention has to be given when allocating school library funds and much care has to be given in obtaining school library materials.

    Emerging Trends of Future Library and Information Services Leadership in 21st Century

    Library is a growing organism forever and the leadership the skills are a vital element in positioning executives to make thoughtful decisions about their organization's mission and goals and suitably allot resources to accomplish those directives. Precious leadership skills include the capacity to delegate, inspire and communicate effectively.Library professions arenow forced to decide tactically important decision on chain management. The library leadership development becomes very vital to guaranteed for leaders for their organisation and at present the nature of duties and services are took tremendous changes for librarianship in time to time. Besides the advancement of technologies, ICT applications and internet paved the pivotal role to attract the users became the knowledge society, where adopted the new inventions and innovations very sharply. Librarians must understand the new behaviorand attitudes of the users to handle with care towards to survive this profession. To face these challenges of library services, it is needed and indeed that real leadership skill for libraries to reshape the future to thrive and grow further. This paper describes the emerging leadership skills required for 21st century library leaders based on the changing perspectives of the new knowledge society to address them exactly. It also explainshow to develop the core leadership skills which need to move this profession well into the 21st century as a great library leader.Leadership development programs are required in high demand today and certainly inevitable for future.
