Item Kashmir conflict: Yearning for an elusive peace in the contemporary South Asian Region(Acta Politica Polonica, 2022) Thalpawila, O. N.The conflict in Jammu & Kashmir has become a critical issue not only for India-Pakistan relations but for the whole of South Asia. After careful analysis, the origin of the conflict has been identified by scholars as a failure in demarcating a practical border between India and Pakistan by the British colonial rulers. The consequence was that after gaining independence, both countries went to war three times over Kashmir. In addition, numerous breakouts of hostilities were reported along the line of control between India and Pakistan in the Kashmir region. The United Nations Organization made several attempts to arrive at a permanent solution for the Kashmir issue. In addition, several bilateral meetings were held by India and Pakistan to work out a solution to bring about long-lasting peace in Kashmir. However, all the initiatives failed, and hostilities are still going on. The situation has further deteriorated after several incidents of cross-border terrorism that had its roots in Kashmir politics. Today the Kashmir issue has become a key threat to South Asian security after the changes that have taken place in global politics as well as regional politics. The aim of this paper is to study the conflict in Kashmir to find a way to build peace in the new global context. This paper is based entirely on secondary data and uses the descriptive analysis method. Indian government policy on Jammu & Kashmir has been influenced by past events in Kashmir, while Pakistan is looking for alternative strategies to build peace in Kashmir. The impact of this conflict on the South Asian region will mostly depend on the Indian Government’s determination to keep Kashmir under its control while it is continually challenged by the Pakistani regime, which also has claims on this territory.Item Conceptual Analysis on Theory of Public Policy(GARI Research Symposium 2021, 2021) Perera, HimashaPublic policy is sum of activities which influenced to shape the living style of citizens by the govemment directly or through agents. This paper is a conceptual analysis on policy studies as an "applied" science and as anItem Analysis on Legal Background of Land Acquisition Policy in Sri Lanka(Global Social Sciences graduate student E-Conference, 2022) Perera, U.L.H.D“Land” has a central place in the post war debates regarding the resettlement, reconstruction, development and the search for a political solution in Sri Lanka. These importance attached with land, Government of Sri Lanka has to acquire private and public lands. Land acquisition act, No 09, 1950 is the most prominent policy document which outlines the procedure of land acquisition in the current context of Sri Lanka which created to achieve above objectives. To clear the shortcoming of Land Acquisition Act No 09, 1950, later on the government has been introduced National Involuntary Resettlement Policy in 2001 linked to the Land Acquisition Act. However, there is a huge discussion as well as a contradiction among the society regarding the legal context and of Land Acquisition Act No. 09, 1950. Main objective of this study is to analyze legal background of Land acquisition act No. 09, 1950. Basically, this is qualitative research which based content analysis method and continues with secondary data. Secondary data collected through books, journals, reputed reports, web sites and etc. The study reveals that there are ambiguity on this act regarding legal interpretation of some of the terms; “urgent land acquisitions”, “public purpose” and etc. It makes contradictions while practicing this policy while acquiring a land for a development purpose. Also the study found most of the time government has been failed to adopt National Involuntary Resettlement Policy on affected community while in the process of land acquisition. Finally study recommended government should clearly interpret the above the terms as well as government should fully enforced National Involuntary Resettlement Policy as a compulsory requirement, in Land Acquisition Act.
