Abstract: Apparently, it seems that pioneer countries in the educational field have some commonalities such as compulsory primary schooling, high infrastructure, deep vision, and teacher quality. However, the comparison between the Japanese system and the Finnish system assures that there is no one best system suits all context since the soul of education in each country is extremely ambivalent in accordance to exam criteria, teacher student relationship, teachers' quality, authority, and privilege. Hence, it seems difficult for the Palestinian Ministry to decide what to adapt from each regarding the complicated economic, social, political context.
