dc.description.abstract Human capital is pivotal to the transformation and development of any society. Studies have shown that the northern geo-political zone comprising three regions as compared to the south within the same Nigeria nation-state is larger in terms of landmass, political sub-units of 36 states, human population amongst other economic and social indicators. It is observed that over 70.1 per cent of the northern population is in the vicious circle of poverty compared to 34.9 per cent for the three southern regions in Nigeria. This situation has been further compounded with the numerous internal violent conflicts which have become a feature of northern Nigeria. This has within a ?multiplier effect� paradigm affected human capital development and growth in terms of contribution to the local and national economy. en_US
