    Implementation of an Online Results Issuing System in the Faculty of Commerce and Management Studies, University of Kelaniya

    The Faculty of Commerce and Management Studies of the University of Kelaniya, has implemented a Student Information System that is capable of handling complex administrative processes; from student registration to the issuing of final examination results. This will immensely benefit the students and the staff alike and will help streamline the processing of information. Currently student examination results are handled by a central location and marks are fed into the system by a single user in the Faculty Office. This is a time-consuming endeavor and tends to create a lot of inefficiencies and has limited data retrieval capabilities. This process not only delays the issuing of the results, but also has no traceability if needs arise for tracking for any errors or duplicity. Also, the current system possesses no method of retrieving data for research purposes and decision-making purposes for academics and administrators. This manual process causes prolonged turnaround time, unnecessary document transferring, inability to track delays, complications in data entry and report dispatch. A newer mechanism was required to address the issues faced. Efficient data retrieval for research purposes and decision making was also considered important. The objective was to design, develop and implement an online result issuing system that would benefit diverse parties: students, staff, administration and the environment. Data entry will be done by the examiners themselves, right after the marking of papers; ensuring data integrity in order to overcome unnecessary delays and errors. Further this will permit progress tracking for top management. The efficacy, transparency and ability to avoid human error and delays would support decision making by enabling the top management to analyze the time taken, quality and quantity of work done by the students as well as the examiners. Furthermore, the students would experience the convenience of accessing their results as soon as they have been issued whether they are present at the university or not. In addition to seeing the final grading for the relevant semester, they would be able to self-evaluate their academic performances based on the report they can view indicating their semester GPA through four years in a graph. Additionally, this online system would prove to be environmentally friendly with the reduction of paper printing. This web-based application was developed using open source scripting languages and databases: PHP, HTML 5, CSS, JavaScript, Ajax and MySQL. The system is hosted on the faculty premises and available 24/7 from anywhere. The system supports both windows and Mac operating systems via desktop and mobile devices and is accessible on IOS and Android devices, using any commonly used modern web browser with use of a log-in. This would mean the staff and student would no longer require a complex processes and lengthy timelines for the issuing of examination results

    The Role of Youth Participation in Community Development

    Youth participation in community development has been viewed as one of the most effective methods for promoting young people’s active engagement with social services. However, in rural communities of Sri Lanka, young people’s participation is most commonly related to their labour contribution. The core components of participation such as decisions, choices, and management are rarely seen. Addressing these issues this research, from a qualitative research method, aims to contribute to local understandings about youth participation in development. With a focus on Agalawatta rural area, it explores the grounded experiences of two youth groups in order to offer considerations for social practice, programme implementations and further studies. The research involved in-depth interviews, focus group discussions, and participant observations with youth, village heads, NGO staff, religious leader, a school teacher and young people’s parents in Mathugama Grama Niladhari divisions. Both Quantitative and Qualitative data were collected using semi structure questioner, focus group discussions and observations. The respondents considered charitable contributions of youth as their primary form of active participation, including educational awareness and campaigns in the community. There are some positive outcomes from youth engagement; one of the influential aspects is contributed by local partnerships. This substantial contribution stimulates interactions between key local members and youth so they can work together for positive change in the community. This research suggests that young people do need support from key local groups or recognized agents to assist them in initiating participation in terms of forming groups, and providing training and coaching to open new possibilities and strengthen youth’s initiatives. These include religion and development, power relations, and women’s leadership. This research suggests that these factors either motivate youth participation because of social norms and cultural acceptance

    Implementation of an Online Histopathology Reporting System in the Department of Pathology, Faculty of Medicine, University of Kelaniya

    The Department of Pathology, Faculty of Medicine, University of Kelaniya provides histopathology reporting for the Colombo North Teaching Hospital (NCTH) as an honorable service. The department currently uses a standalone Microsoft access database to generate reports and it has limited data retrieval capabilities. A newer system was required to address the issues faced, mainly a prolonged turnaround time caused by lack of clinical data, inability to track delays in sample processing, delays in data entry and report dispatch. More efficient data retrieval for research purposes and monitoring of postgraduate training were also considered important. The aim of the work was to implement anonline histopathology reporting system that has facility to track the reporting stage, postgraduate evaluation and data retrieval for researches. Every report is attached with a diagnostic code that can be used in research purposes. A web-based application was developed that has ability to capture data at each step from specimen receiving from the surgery theatre until dispatch of reports. The system has developed to easily customizable to different settings. Thus, it has facility to add new reporting templates, anatomical sites, surgical specimens or diagnostic codes to system through web forms. Data entry was facilitated by using drop down menus and prompts. Standard templates for reports with option to edit were uploaded enabling quick report generation. It facilitates postgraduate supervision by enabling the trainer to determine the time taken, quality and quantity of work done by the trainees. Mainly open source scripting languages and databases were used to developed the system: PHP, HTML 5, CSS Javascript, Ajax and MySQL. The system hosted on the faculty intranet and available 24/7 from anywhere at the faculty. The system supports both windows and androids operating systems and the system can be accessed in desktop and tablet computers using any commonly used modern web browsers.

    The Impact of Devolution on Provincial Development: With Reference Based on the Provincial Council System in Sri Lanka

    Provincial Councils (PCs) introduced the concept of devolution to Sri Lanka. Establishment of PCs in 1988 was perceived as constituting a radical departure from the centralized form of governance Sri Lanka had practiced since emerging from colonial rule. The guiding principle set out in the constitution for the transfer of finance to provinces is achieving balanced provincial development specifically defined as the need to reduce social and economic disparities as well as differences in per capita income between the provinces. The main objective of this research is to analyze, what extent devolution has been taken place in the Provincial Council System (PCS) in favour of Provincial Development and also to examine in institutional and financial capacity of the PCs in Sri Lanka. In Order to achieve these objectives, different sources were used, including Secondary data from Published and Unpublished books, Articles, government reports and other relevant documents in relation to PCs. Mixed method and descriptive analytical method were used to analyze data in this research. The 13th amendment to the constitution has given adequate financial powers for the PCs to be able to maintain their financial stability. However, due to various reasons the majority of such provisions have not been enforced. This was a major setback in financial autonomy in provinces. As a result, PCs have had to depend on the central government grants. The Study found that the PCs did not largely contribute to provincial development in Sri Lanka. In conclusion the process of devolution through PCs system in Sri Lanka has been not in progress in terms of institutional capacity.

    The progress of the Participatory Development entries in Sri Lanka

    Participatory Development seeks to engage local population in Development Projects. Participatory Development has taken a variety forms since 1970. It is emerged as an important part of the ‗basic needs approach‘ to development. The main objectives of the Participatory Development are seeks to give the poor a part in initiatives designed for their benefit. We can introduce it, as a Multi-Dimensional development concept of the world. The main objective of the research was to identify the progress of the Participatory Development entries in Sri Lanka. The other objectives are studied the participatory development projects in the world & Sri Lanka and identifying the exhausted reasons to the participatory Development. Primary data was collected using direct participation, interviews and observation. Further secondary data was gathered through literature survey. Sri Lanka has more experience about participatory development. Integration Rural Development Project –IRDP, Rural Development Training and Action Research (Change Agent Program), Janasaviya, Samurdhi, and Divineguma are the most popular project of them. But we can‘t achieve the main objectives of the participatory development projects. As the result of that we have to face the inequality of development. There many reasons happen to this situation. Such as, Unawareness about the concept of the project officers can‘t choose right beneficiaries for the projects and several other reasons are exhausted to Participatory Development in Sri Lanka.
