    Fiscal Devolution and Good Governance: A Study on the Provincial Councils System in Sri Lanka

    Democratic republic of Sri Lanka is a country that has a democratic and unilateral governing system. In 1987, nine Provincial Councils (PCs) were introduced under the unilateral ruling system and its ambition was devolution of power among provinces its main purpose was to satisfy armed groups who were struggling for a separate country on north and east areas and grant the political power and constitutional order. So PCs system was three decades old a lot of experiences have been achieved in the present. The aspect of the Good Governance was to join the all groups for the decision making process. But it can be easy for strengthening the PCs units rather than central governments. The main objective of this research is to analyze whether fiscal devolution of the provincial level has been succeed in terms of good governance. Both primary and secondary data were used in the study. Primary data was collected through questionnaire survey. Out of nine, two PCs were selected as cases and mixed method was used to analyze the data. The study finds that, the central government dominates the public expenditure scene accounting for as much as 88% of total government expenditure and the public revenue scene accounting for as much as 94% of total government revenue. In addition to that accountability of the politician are very low. In conclusion Fiscal devolution mechanism failed for good governance in provincial levels in Sri Lanka.

    This paper concerned good governance & local government in Sri Lanka.Local government is the part of the government which deals mainly local affairs, administered by authorities subordinate to the state government but elected independently by the qualified residents. Modern democratic system is the most appropriate system from the point of view of good governance. Good governance is seen to bring in happiness and welfare of the people. It also associated with efficient and effective administration in a democratic in framework. With this there will be effective measures to prevent and combat corruption, support for leadership development, sharing the lover level power, empower men and women &decision making. Sri Lanka is a republic and a unitary governed by a semi presidential system. Sri Lanka has a long history in practicing local government system. Local government is the third and lowest level of government in Sri Lanka after the central government and Provincial councils. They are responsible for the providing a variety of local public services. Local authorities are divided into three deference groups Municipal Council. Urban Council &PradeshiyaSabha. Both primary and secondary data are used in the study. Primary data have been collected through methods such as questionnaire survey, key informant interview, focus group interview, and were collected via observation, Sources of secondary information include project reports, official documents and published research reports . The Study was done with reference to Uwa and Western provinces in local authorities. The study for qualitative and quantitative methods used

    The Impact of Devolution on Provincial Development: With Reference Based on the Provincial Council System in Sri Lanka

    Provincial Councils (PCs) introduced the concept of devolution to Sri Lanka. Establishment of PCs in 1988 was perceived as constituting a radical departure from the centralized form of governance Sri Lanka had practiced since emerging from colonial rule. The guiding principle set out in the constitution for the transfer of finance to provinces is achieving balanced provincial development specifically defined as the need to reduce social and economic disparities as well as differences in per capita income between the provinces. The main objective of this research is to analyze, what extent devolution has been taken place in the Provincial Council System (PCS) in favour of Provincial Development and also to examine in institutional and financial capacity of the PCs in Sri Lanka. In Order to achieve these objectives, different sources were used, including Secondary data from Published and Unpublished books, Articles, government reports and other relevant documents in relation to PCs. Mixed method and descriptive analytical method were used to analyze data in this research. The 13th amendment to the constitution has given adequate financial powers for the PCs to be able to maintain their financial stability. However, due to various reasons the majority of such provisions have not been enforced. This was a major setback in financial autonomy in provinces. As a result, PCs have had to depend on the central government grants. The Study found that the PCs did not largely contribute to provincial development in Sri Lanka. In conclusion the process of devolution through PCs system in Sri Lanka has been not in progress in terms of institutional capacity.

    Impact of Provincial Councils of Service Delivery within the Intergovernmental Relations: With Reference to Decentralization In Sri Lanka

    Decentralization has developed into an increasingly familiar theme in administrative theory and democratic practices in the global context. Countries have indicated different types of decentralization such as political, administrative, and fiscal for various reasons. The democratization of countries also leads to more decentralization. There were 69 democratic countries in 1989, which raised to 125 by 2014. According to Piccone (2016), 2.28 billion people lived in democratic countries in 1989 that increased to 4.18 billion by 2014. A growing number of countries are introducing decentralization mechanism to promote more efficient service delivery, advance democratic reform, encourage economic growth, and reduce poverty. The meaning of decentralization transmits some part of the central government's powers to sub-national level. The passage into the law of the 13th Amendment to the Constitution of Sri Lanka and the Provincial Councils Act No. 42 of 1987 to satisfy that demand hailed as the most controversial codification of the 20th century in Sri Lanka. The Provincial Councils established in Sri Lanka function under the supervision of the central government, and a new service delivery system was established under the Provincial Council system to ensure widespread administrative, political, and economic transformation in Sri Lanka. The primary objective of this study is to examine the autonomy of Provincial Councils to provide a better service delivery under the intergovernmental relations in Sri Lanka. The research problem aims to identify the reason(s) for conflicts between devolved subjects in the central government and Provincial Councils, and it emphasises how that result influences the provincial level service delivery system in Sri Lanka. The study used a broad range of secondary sources and textual sources such as reports of the finance commission, central bank reports, official reports of Provincial Councils, and other government legal documents in Sri Lanka. This is a study based on period of 1988 to 2016. The results reveal that decentralization without political, administrative, and fiscal autonomy will not be successful at regional and local levels. Every Provincial Council has financial dehydration, a power struggle with the elected executive and the central government and the appointed executive, and the central government has not yet devolved the Provincial Councils on several subjects. Besides, problems have arisen over the administrative and financial management due to the intervention of the central government for Provincial Council activities. Evidently, Sri Lanka's inter-government relations fail to provide a better service delivery system, and the decentralization process in the country has revealed signs of re-centralization after the establishment of Provincial Councils

    Weaknesses in proportional representative system in Sri Lanka

    The successful implementation of electoral system is a characteristic of a democratic state. The proportional representative system is one of the main representative system in the world which came into being in 1978 through the second republic constitution in Sri Lanka. Several important features of proportional representative system can be identified such as the existence of a national list, preferential system, 2011 principle and bonus seat. The paper discusses certain crucial weaknesses regarding the general election. The study tries to identify the best system of election for Sri Lanka which at present is becoming a focus of debate. The government also makes considerations in finding durable solutions to these failures. Likewise the study attempts to identify possible grounds of introducing a suitable and workable electoral system to Sri Lanka. Primary and secondary data were used in order to fulfill the basic objective. The paper concludes the suggestion that the mixed representative system is the best form of electoral system to Sri Lanka.
