Item An Analytical Study on the Role of the Ministry of Public Administration and Management and Law and Order with Regard to he Ptopulation Right to Information Act(International Postgraduate Research Conference 2019, Faculty of Graduate Studies, University of Kelaniya, Sri Lanka, 2019) Lakmali, H.A.N.The communication is conveying information and ideas.it is a featured inheritance for all beings including human. As a result of this the information access, transparency, responsibility, of the existing government and the participation of the community are expected through this act. The information act, No: 12 was establish in Sri Lanka on 3rd of August in 2016. One of such government institutions is Ministry of Public Administration & Management and Law and order Sri Lanka. in this study, the issues which affect the effective of the information act will be identified and the solutions will be presented. The steps which have been taken by the Ministry of Public Administration & Management and Law and order to enhance the community right to get the information of the secondary data are not in a satisfactory level Therefore the main objective of this study was to examine the community awareness, operations of the Authorities, challenges faced by them. The primary data and secondary data was collected. As a whole, although the awareness on information act was in a satisfactory level, the usage was not satisfactory. Hence, the awareness programs should be conducted through schools, universities, libraries, press media and social media. Both human and physical resources should be enhanced to promote the dissemination of information within the given community.Item Community Awareness on the Right to Information Act (RTI) No 12 of 2016(3rd International Conference on Library and Information Management, Department of Library and Information Science, Faculty of Social Sciences, University of Kelaniya, Sri Lanka, 2019) Lakmali, H.A.N.The communication is conveying information and ideas among the relevant persons. It is an essential component for all beings including humans. Information is the vital element for human for solving their problems. The human who is curious in nature suffers from thrust for the information, seeking and the use. Hence the information which have become a basic need of the man perform a major role in very many activities of the daily routine. In democracy, the right to information has been considered as a basic human need. As a result of this, the information access, transparency, responsibility have been major concentrations of any government and the delivery of genuine information and the participation of the community in obtaining and the use information are expected through this act. RTI Act no 12 of 2016 was established on 3rd of August 2016. The awareness and the usage of the act by authoritative institutions have been considered as a timely necessity. Therefore the main objective of this study was to examine the community awareness, operations of the Authorities, challenges faced by them. And finally to suggest the solutions to overcome the challenges. The primary data was collected through questionnaires, and interviews. The secondary data was collected through Internet, books, manuals, reports. As a whole, although the awareness on information act was in a satisfactory level, the usage was not satisfactory. But in tertiary education the students have to do a considerable amount of self- directed studies, find information for assignments. laboratory work, research projects, Assignments etc…therefore the private universities librarians conduct various training programs to support the students to find information in print and electronic media. To promote the library resources and services, it is essential to market the library services and products. The findings of this research highlight that promotion of information resources increase the users in the library, the optimum use of library resources, the professionalism of library staff and the motivation of library staff. The reading of the users has increased due to the value added activity conducted by the library. Activity interaction with the users and library staff was observed. Users were impressed with the library infrastructure. The major observation in this study was that users were not willing to physically access the library resources physically. They always find information online. They don’t have much time and they cannot go through the same book during the same period. Hence it is the duty of librarians to case and brand the library resources. ACBT have reached the conclusion that resources convert to Digital version.
