    Causes and Consequences of Exclusion of Plantation Community from the Public Sector Service Delivery

    The plantation sector covers 4.4% (901,647 people) of the total population in Sri Lanka and it mainly comprises with Indian Tamils while including smaller number of Sinhalese. This community has been isolated from mainstream of social, political, economic and development process of the country and plantation management has been completely control their whole life and work. In addition, they have been provided inadequate basic social service from public sector and excluded from some of public service delivery. Therefore, this study focuses to examine the factors contributing for exclusion of plantation community from public service delivery and what are the effects created by them at local level. Both primary and secondary data were used for the research and mixed method is employed for the analysis. Primary data and information collected through questionnaire survey (374 households) and focus group discussions in Palindanuwara and Mathugama Divisional Secretariat Divisions in Kaluthara District. The collected data and information will triangulate through in-depth interviews (26) and key informant discussions (16) with former public representatives and officials of local government authorities, officials in Divisional Secretariats and field officers and trade union leaders. In addition relevant acts, ordinance and other official documents will use to collect data. Descriptive method and simple statistical analysis are employed to analyze qualitative and quantitative data respectively. Research findings reveals that plantation community exclude from some public service delivery, due to legal barriers, behavior and attitudes of relevant public officials and plantation management. Lack of supervision of filed officers is another strong cause for exclude the plantation community from public services. Consequently they suffer from lack of infrastructure facilities and deprived by basic needs. As a results, they act as passive citizens rather than being an active citizens

    Devolution of Power, Gender and Female Representation in Provincial Councils in Sri Lanka: Special References with Southern Provincial Council

    Reduce or avoid gender based discrimination and gender issues, equity and high level of participation are some of key expectations of the power devolution. To fulfil the requirement of power devolution the Provincial Councils were established in 1987 in according to the Thirteenth Amendment to the Constitution of Sri Lanka. However, from the initial stage of the Provincial Councils, it shows that fewer number of female representatives were included in the nomination list and negligible number of females were elected. Major objective of this study is to examine the present scenario of the female representation in Provincial Council system and examine factors affecting on less female representation in Provincial Councils. This study limits to Southern Provincial Council election in 2014. Data collected through official sources of the Election Commissioner General, questionnaire survey on randomly selected voters in Gonapeenuwal Divisional Secretariat Division in Galle District and interviews with randomly selected politicians in Southern Provincial Council. Study results shows that, 9 percent of the female candidates were include in nomination lists of the number of parties and contest for the 2014 Provincial Council election in Southern Province. However, only 1.8 percent (01) female representative was selected as a member of Southern Provincial Council. As revealed by the field survey, proportional electoral system, political system, media campaign specially social media campaign, cultural and social barriers and image of the candidates were negatively influence in female representatives in Southern Provincial Council election in 2014.

    Good governance and poverty alleviation programmes in Sri Lanka: special reference on Samurdhi programme

    The objective of the paper is to examine the governance issues in government’s major poverty alleviation programme - the Samurdhi programme- in Sri Lanka. During the past three decades, the concept of ‘good governance’ became more popular in many subject areas such as development studies, political science, public administration, public policy, management and economics. Specially, the good governance concept is most familiar in poverty alleviation programmes in developing countries. The author uses both primary and secondary data related to poverty alleviation, the Samurdhi programme as well as governance. Primary data was collected through questionnaire survey, key informant discussions and focus group discussions in selected eight districts. The quantitative data were analyzed using the simple statistical method and qualitative data and information were analyzed through descriptive methods. The introduction part of the paper provides a brief introduction to poverty and poverty alleviation programmes. Then, the paper discusses the concept of ‘governance’, ‘good governance’ as well as ‘poverty’. In the third section of the paper, the author presents poverty situation in Sri Lanka using both monetary approach and nonmonetary approach. The fourth part of the article discusses poverty alleviation programmes in Sri Lanka. In this part, author gives details about the Samurdhi programme and its major components. In the fifth part of the article, the author explores the major governance issues related to Samurdhi programme. The conclusion is that the Samurdhi programme is suffering from serious governance issues such as mis-targeting, lack of transparency, accountability, efficiency and effectiveness, equity and social justice as well as informed citizenry.
